What does this poster mean with a rainbow heart surrounded with skin color hearts?
According to the California Department of Education, the LGBTQQIAA+ rainbow stands for ever expansive and ever evolving genders and sexualities.
Definitions are important.
The CDC defines nonbinary as: Gender Creative, meaning kids can now "create" or "make up" their own genders.
The CDC defines gender identity as: An individual’s sense of their self as man, woman, transgender, or SOMETHING ELSE.

The heart in this poster represents acceptance and affirmation of ALL sexualities and gender identities, both present and future. The heart also stands for LOVE. If Love is Love, it appears (according to the UN and CDE) age boundaries no longer apply.

The reason skin color hearts surround the rainbow heart is because skin color (race) is equated with all these genders and sexualities. Therefore, if anyone does not affirm a child's self proclaimed identity, they are considered a hateful racist.
Those who believe in unlimited genders and sexualities (including MAP - Minor Attracted Persons) are considered "safe" but those who do not (regardless of skin color) are considered "harmful" and "dangerous". Their non-acceptance of this ideology is said to cause victims of suicide.
